League Intent
The intent of the Pacific Coast League is to be an enjoyable, fun league for CSFBL players that prefer an active league in terms of managerial activity. Elements of the league will require more involvement from participation owners than traditional CSFBL leagues.
Participation and Conduct
All league owners shall be expected to conduct themselves in accordance with CSFBL Acceptable Use Policy. Owners shall be expected to treat each other with appropriate respect and consideration. Further, no owner shall intentionally instigate or cause derision between other league members or commissioners. All owners shall, to the best of their ability, strive to ensure the league remains competitive, active, and enjoyable.
Participation in the league forums is a requirement of the league membership. From time to time, league-wide discussion threads will be posted and all members are expected to post in response. Active participation in the forums is vital to continued health of a league.
League Performance Standard
Owners shall be expected to be as competitive as possible at all times. If at any time an owner shall fail to win 90 games over a two season stretch (45 per season average), he or she shall be subject to removal from the League at the discretion of the League Commissioners.
Team Previews/Reviews
Prior to the start of each season, League Owners are encouraged to submit a team review of the previous season along with a team preview of the upcoming season (these can be the same report). These reports are not required but are encouraged.
Additionally, sometime after the draft and prior to the end of season, each team owner is encouraged to submit a draft analysis and prediction report on his/her team’s draft. Again, this analysis is optional.
Team Names
All team names shall be unchangeable once assigned. The 24 team names in use shall be:

Stadium Sizes
Team Stadium sizes shall reflect historical sizes and shall be permanent unless an owner petitions the League Commissioners for a change to another acceptable historical size. Sizes have been determined as best as possible to reflect the historical stadium sizes of the respective teams.
Player Renames - THIS SECTION ON HOLD UNTIL CSFBL RETURNS TO OFFERING RENAMES
Three player renames shall be awarded each season. One shall be awarded to the League’s Forum Poster of the Year as voted on by League Owners. One shall be awarded to the Owner who posts the Review/Preview of the Year as voted on by League Owners. The final one shall be awarded to the Owner who completes the most trades during a season (the Swap Meet Award). In the event of a tie in the final category, the rename shall be awarded to the owner who traded with the largest number of other owners. If that does not break the tie, the League Commissioners will determine the winner based on other league involvement.
To be eligible for a rename, the player must be age 24 or under and have never played in a CSFBL game. Names used in player renames must be from the list of Pacific Cost League Hall of Fame inductees. Other great PCL players may be used if approved by the League Commissioners.
Trades
All trades must be posted in the designated forum thread prior to or within 24 hours of acceptance. Trades involving draft picks must be confirmed by both parties involved. While trades do not need to be approved prior to execution, all trades shall be subject to review by the League Commissioners. Trades to acquire players due your team as a result of the draft do not need to be posted.
Draft picks may be traded in accordance with the following schedule:
If the current season’s draft has not occurred, draft picks may only be traded for this current season and the next.
If the current season’s draft has already occurred, draft picks may be traded for the next season and the following season only.
The draft shall be determined to have occurred after the 7/15 draft date is complete, not when the league has completed a live draft.
Free Agents
The maximum allowable bid on an available free agent will be 1 dollar less than twice his natural salary unless you are utilizing an earned "golden dollar".
Any signed free agent with a salary of $400,000 or greater must remain on the signing team's roster until after the next flip.
Strikes
Strikes will be given for the following infractions:
1) Failure to participate in the league draft or designate a proxy or submit a list.
2) Failure to correctly set your draft picks or clear your low minors or in any other way disturb the flow of the sim draft.
3) Failure to submit a required report.
4) Failure to participate in a required forum thread.
5) General failure to participate as determined by the league commissioners.
6) Failure to make a good faith effort to deliver a player owed to a team as a result of the draft by the trade deadline (see Draft section below)
A player given a strike can earn a strike removal by having a strike free season the following season.
If at any time, a person should accumulate 3 strikes, he/she may be removed from the league.
Draft
The Pacific Coast League will hold a live draft each season in the PCL Chat Room. Owners who are unable to participate in the scheduled live draft shall be required to either submit a draft order list to a League Commissioner or designate a proxy to participate in the draft on his/her behalf. Owners shall notify a League Commissioner prior to the draft of the designation of such a proxy. A proxy may be anyone else in the league or a non-league member but cannot be a PCL Commissioner.
In the event that it is determined at some future date that a live draft is not feasible, The Pacific Coast League shall hold its draft according to a scheduled draft format.
Basic rules of the live draft are as follows:
1) Each person will have 3 minutes to make their pick. It won't be a hard 3 minutes but we will be encouraging people to follow the 3 minute guideline.
2) If a person is not in attendance and has not submitted an ordered list or proxy, their pick will be skipped and then autopicked 12 picks later by assigning the player with the highest salary of the remaining available players. Should an owner arrive late to the draft and find his pick has been skipped, he may make his selection at any time provided the pick has not already been autopicked.
3) Draft picks may not be traded on the clock. You may trade so long as you are not on the clock while doing so.
4) The main chat room will be for conducting the draft...if you would like to talk trade or have other conversations, please use the private message feature when possible.
As is customary, all owners shall be responsible for setting their draft preferences in the CSFBL interface to coincide with those players drafted in their “natural” draft position. Failure to do so will result in a penalty of 12 draft slots in the next available draft..
Further, all owners shall be required to have no more than 7 players in their low minors at the time of the draft sim date (7/15). Failure to do so will result in a penalty of 12 draft slots in the next available draft..
Following the draft, should a team draft a player that is owed to another team, it shall have the responsibility to complete a proposed trade by a team attempting to acquire its draft pick prior to the 8/31 trade deadline. In the event a team does not make a good faith effort to deliver a player owed to another team by the trade deadline, a commissioner will temporarily seize control of the violating team and drop the owed player to free agency in order to allow the owed team the unobstructed opportunity to acquire that player. Should this be required, the violating team will be prohibited from trading future draft picks for the remainder of the season and the entire subsequent season and will additionally be given a strike.
Should a team make a good faith effort to deliver an owed player yet find the owed team non-responsive, that team shall be exempt from the preceding penalties upon verification of the good faith effort by a league commissioner.
Awards
In addition to the regular CSFBL awards, the following awards will be handed out by the League Commissioners:
Player Awards
Player of the Year – voted on by the owners
Pitcher of the Year – voted on by the owners
Fireman Award (Reliever of the Year) - voted on by the owners
Geriatric Award – Awarded to the most productive player age 36 or over (nominated by the owners, determined by the League Commissioners)
Comeback Player of the Year – Awarded to the player who recovers from a fall from grace (nominated by owners, determined by the League Commissioners)
Surprise Player of the Year – Awarded to the player who exceeds all expectations and has a great season (nominated by the owners, determined by the League Commissioners)
Owner Awards
Manager of the Year – As determined by the League Commissioners
The Swap Meet Award - Awarded to the team with the most trades in the season
Team Awards
Most Improved Team Award – To be awarded to the team that had the greatest improvement over the previous season
The Ace Award – Awarded to the team with the best pitching performance as determined by the League Commissioners
The Silver Sluggers Award – Awarded to the team with the most productive offense as determined by the League Commissioners
The Hot Wheels Award – Awarded to the team with the most stolen bases
The Long Ball Award – Awarded to the team with the most home runs
The Work Horse Award – Awarded to the team with the most complete games
The K Zone Award – Awarded to the team with the most strikeouts
The Soft Hands Award - Awarded to the team with the fewest errors
